Default Profession-linked caster mods

Right now, we have global mods that affect all spells and attribute-linked mods that double the chance, but restrict the effect of the bonus to only a few spells.

5-10% global
10-20% attribute-linked.

What about a mod like "Improves casting speed/recharge of <profession> spells" with a range of 5-15%? That way, healing monks with a few points into prot can get fastcasts and recharges on their mend ailments and rofs, or similar.

I see one problem already with this sort of mod in pvp - if you're a E/N you could just get a staff with the necro and ele mods and be done, and in effect get a 5% bonus over the current global mods. But the chances are kind of low already so I'm not sure how much of an effect they'll have.
That's countered by the fact that not too many people go into more than 2 spell lines, anyway, so I don't think it's so big of an issue.
